Challenges in Ukraine

Russia regularly attacks Ukrainian cities since the beginning of the full-scale war. And although the propaganda of the aggressor country constantly emphasizes precision strikes exclusively on military and industrial infrastructure objects, in reality, ordinary civilian population suffers and dies from rockets and drones.
Bomb shelters play a critical role during attacks by providing a safe haven for civilians, protecting them from the immediate dangers of bombings and other forms of warfare. These shelters serve as essential infrastructure to ensure the safety and survival of individuals and families during times of conflict.

By offering a secure environment, bomb shelters help mitigate the risk of injury or loss of life, offering a sense of security and reassurance to those seeking refuge. Additionally, bomb shelters can also serve as temporary housing for displaced individuals and emergency medical facilities for treating casualties.

As of the latest updates, there have been reports of various issues related to bomb shelters in Ukraine. These problems often stem from:

• inadequate maintenance
• lack of funding
• outdated infrastructure

Some of the common issues include structural damage, poor ventilation, insufficient supplies and equipment, and limited accessibility. Additionally, there may be challenges in ensuring that bomb shelters are properly equipped to provide safety and protection for civilians during times of conflict or emergency. It’s important for authorities to address these issues promptly to ensure the safety and well-being of the population.

67.81% of the total number of objects of educational institutions in Ukraine are equipped with protective structures, which allows them to provide shelter for 4,652.41 thousand participants in the educational process (56.28%).

43% of participants in the educational process of educational institutions do not have the opportunity to use shelters during artillery or rocket fire.
